Lithuania claims first place

After a data update, Lithuania is now ranked first in the National Cyber Security Index. The update takes into account the 2018 update to the Lithuanian cybersecurity law, transposing the EU Directive on security of network and information systems, but has new information also in the field of education, cyber incidents response, and cyber crisis management. Lithuania reaches the full score in 9 of the 12 capacities.
