According to Georgian legislation, there is no categorization of critical information system subjects such as digital service providers and operators of essential services. There are 3 tiers of critical information system subjects according to the Law of Georgia on Information Security: 1st tier - state organisations, 2nd tier - electronic communication companies, 3rd tier - private companies functioning of which is essential national defence and/or economic security, as well as to normal functioning of the state authority and/or society. Additionaly, there are organisations categorized as critical information system subjects within defence sector.
Competent authorities with the power to supervise cyber/information security requirements are as follows: for the1st and 2nd tiers - LEPL Operative-Technical Agency of State Security of Georgia, for the 3rd tier - LEPL Digital Governance Agency of the Ministry of Justice of Georgia, for the defence sector - LEPL Cyber Security Bureau of the Ministry of Defence of Georgia.

Law of Georgia on Electronic Signature and Electronic Documents was enacted on March 14, 2008 and established a legal framework for electronic document and the use of electronic signatures, but didn’t apply to electronic trust services. A new law on Electronic Document and Electronic Trust Services which will substitute existing law on e-signatures was enacted on April 21, 2017. The new Law replaced the old regulation and sets legal grounds for the application of electronic document and electronic trust services, such as qualified electronic signature and seal, timestamp, qualified preservation service for qualified electronic signatures and etc. New law fully comply with Regulation (EU) No 910/2014 of the European Parliament and of the Council of 23 July 2014 on electronic identification and trust services for electronic transactions in the internal market and repealing Directive 1999/93/EC.

Georgian Legal Framework on cybercrime covers all offences against confidentiality, integrity and availability of computer data and systems as well as computer-related offences and content-related offences, as required by the Convention on Cybercrime. Georgian cyber-crime legislation is in line with the principles and rules of Budapest Convention both in terms of substantive and procedural aspects. Namely, national law criminalizes illegal access, illegal interception, data interference, system interference, misuse of devices, Computer-related forgery, Offences related to child pornography, Offences related to infringements of copyright and related rights.
